Housing Finance Bank Reappointed Primary Dealer Market Maker for 2026–2029

Housing Finance Bank (HFB) has been reappointed by the Bank of Uganda as a Primary Dealer Market Maker (PDMM) for the 2026–2029 period, extending its experience in the Government securities market to nine years.

The appointment allows HFB to participate directly in auctions of Treasury Bills and Treasury Bonds and facilitate trading in the secondary market. It will also provide investors with pricing and support transactions between buyers and sellers of Government securities.

The reappointment builds on HFB’s six years in the role and its experience in treasury and financial markets.

Murielle Magayane, Head of Treasury at Housing Finance Bank, said the appointment will help the Bank reach more customers with investment opportunities in Government securities.

“At HFB, we recognise that investing is not a one-time journey but a lifelong commitment that encompasses saving, investing, protecting and growing your financial future at every stage of life. Because every financial journey is unique and evolves over time, we are committed to being your trusted partner, providing the solutions, expertise and support you need to build, grow and preserve your wealth at every stage of life,” Magayane said.

HFB also operates a Treasury Securities Platform through its website, through which customers can invest in Government Treasury Bills and Bonds starting from UGX 100,000. The platform allows customers to take part in primary auctions and secondary market transactions, with support from the Bank’s treasury team.

The new mandate is expected to deepen HFB’s engagement with pension funds, insurance companies, fund managers, businesses, international investors and other financial institutions. These relationships could help mobilise longer-term capital for productive sectors, including housing.

For HFB, the appointment also fits into its wider housing finance business, where access to long-term capital remains important in expanding affordable housing finance.

The appointment comes as Uganda continues efforts to deepen its capital markets and increase mobilisation of domestic savings and investment. It also supports the Government’s Tenfold Growth agenda by strengthening a market that raises funds for public expenditure and investment.

HFB said it will use the three-year mandate to broaden access to Government securities while strengthening its participation in Uganda’s financial markets.
